Applications are invited for the above post within the national policing Vulnerable Knowledge Practice Programme (VKPP), based within Norfolk Constabulary. The VKPP are a diverse and passionate team working across all of England and Wales with the aim of improving policing for vulnerable children and adults and their communities. Being a part of our team offers the chance to deliver work challenging structural inequality and disproportionality, supporting the most vulnerable and marginalised within society. The importance of this role and the collective work of the VKPP has been recognised in the Government’s recently published Tackling Child Sexual Abuse (TCSA) strategy.

The successful applicant will be responsible for leading and coordinating policing’s national implementation of Governmental reforms to local multi-agency child safeguarding strategic arrangements as set out in the Children and Social work Act 2017 and Working Together 2018. They will be required to coordinate with equivalents with responsibility for local authorities and health and use their leadership skills and experience to influence the development of practice, policy and guidance within Policing and across partnerships including Government.

Employees in the VKPP come from a range of professions and backgrounds: people from the charity sector, academics, police officers and a mix of genders and abilities. We are looking for a strategic leader who is passionate about safeguarding and can bring their knowledge and experience to the fore in order to help local strategic partnership arrangements flourish as well as contribute to the wider work of the VKPP.

The post holder will work remotely and be required to engage and on occasions (in normal operating circumstances) travel across England to provide support to police forces and attend key national meetings (typically in London).

It is essential that applicants meet the following criteria:

Significant experience of operating as a strategic leader within policing (min superintendent level)
Detailed knowledge of Children and Social Work Act 2017, statutory working together guidance and Children Act (2004 and 1989)
Significant experience of developing strategic safeguarding and child protection responses within policing
Experience of effective police leadership in Local Safeguarding Children Board or new child strategic partnership arrangements
Evidence of effectively managing complex safeguarding investigations and being a Senior Investigating Officer (SIO)

A strong track record of leadership (including leading change, leading people and managing performance) and implementing improvement initiatives
Evidence of effective working across all ranks and senior partner agency representatives and utilisation of effective communication and negotiation skills
Proven organisational ability to deliver transformational change. This includes demonstrating effective project management skills regarding planning, management, prioritisation and sequencing of workload of self and others

It is desirable that applicants meet the following criteria:

Evidence of leading and delivering effective partnership working within adult safeguarding boards, community safety partnerships or wider strategic partnership forums
Proven research experience (min Masters level) and evidence of being able to effectively design and deliver a range of research methods including quantitative and qualitative and interpret research findings
Experiencing in designing and delivering peer review and support in areas of complex service delivery including Protecting Vulnerable People

Hours of work are 22 hours per week Monday to Friday on a flexible working pattern. Dependent on further funding awards there is the potential for hours to increase.
